The starting point

„Beredskab & Sikkerhed“ (BSIK) serves as the emergency organization for the municipalities of Randers, Favrskov, Norddjurs, and Syddjurs, covering an area of over 2,700 km² in Denmark.

BSIK is responsible for more than 225,000 citizens and responds to approximately 1,600 incidents annually, including fires, rescue operations, traffic accidents, and environmental incidents.

A fast, accurate, and reliable emergency notification system is essential. It must ensure that emergency services can respond within legal frameworks to save lives and protect property.

Time, accurate data, and an overview of available response teams are critical factors in emergency assistance.

An analysis conducted by students from Aalborg University revealed technological gaps in the existing solution used by BSIK. Consequently, the decision was made to replace the current system with a more modern, flexible, and efficient solution. After conducting a market analysis and testing various solutions at BSIK, it was decided to develop and build the solution from scratch.

Our Solution

Software

For the actual alerting solution on mobile devices and the corresponding backend, BSIK relies on the product IHM PAM (Person Alarm Manager) by the Danish company IHM A/S. The new client-server solution was continuously developed and optimized throughout the project phase from early 2021 until its deployment in April 2023, in line with BSIK‘s specified requirements. The solution now provides significantly faster alarms and response times. Fire brigades also benefit from an improved overview of their own status and the readiness of other units.

Hardware

The hardware of choice was RugGear‘s RG360, a compact yet robust device ideal for critical situations. The RugGear RG360 is an Android device with a 3.0-inch screen and Android 10 Go, meeting the requirements of BSIK staff for a reliable pager device. The device was designed to closely resemble a pager rather than a phone/smartphone, enabling firefighters and emergency services to operate it quickly and easily during operations.

Device management

During the project, 7P provided comprehensive technical expertise in implementation, configurations, and setups, collaborating closely with BSIK, Next Concept, and RugGear in China to develop a specialized firmware for the RG360 device.

The goal was to firmly integrate 7P-EMM into the RG360 firmware to enable straightforward activation through the 7P-EMM console. The device was subsequently fully secured and put into operation. Smartphone functions were removed to prevent its use as a „freely available phone,“ thereby exempting it from taxation for employees at BSIK.

7P-EMM manages all mobile devices, from RugGear RG360 pager devices to tablets used in vehicles, ensuring availability and smooth operation through centrally managed deployment, maintenance of apps, enforcement of security policies and device restrictions, with only necessary functions and apps visible on the devices.

7P-EMM wirelessly updates the mobile application IHM PAM and other apps via over-the-air (OTA) updates, without requiring user intervention.

Additionally, 7P-EMM deploys the remote support software TeamViewer to all devices, enabling BSIK administration to perform tasks on mobile devices without burdening the staff.

Why 7P?

The decision in favour of 7P-EMM was based on a recommendation from the main contractor Next-Concept A/S, with whom 7P has worked successfully on various projects for many years. Another decisive factor was that 7P, as the leading EMM provider in the public sector in Denmark, also has extensive experience in the transport and logistics sector and in the management of rugged devices.

7P maintains close relationships with various device manufacturers, which enables 7P to optimally integrate the devices into the solution and thus provide the customer with the best possible solution.
